The Ministry of Transport of Azerbaijan is seeking to enhance the country's railway transport infrastructure and services to facilitate economic and social development, as well as to increase regional trade.
The assignment consisted of two components:
Formulating investment projects in the form of a multi-tranche financing facility (MFF);
Developing feasibility studies and the preliminary design of the selected projects.
- Review the railway sector in Azerbaijan and the Government’s program for the development of the state railways
Prepare a sector analysis and a 10-year railway sector roadmap and investment plan
Identify areas in which the ADB can assist and formulate a $300-500 million MFF project with multiple tranches to be implemented over 5-7 years, including a monitoring framework
Assess the institutional capacity of teh Ministry to implement the project and develop a financing program to be signed by the Government and the ADB
Develop selection criteria for projects and subprojects to be included in the second and subsequent tranches
Prepare feasibilities studies and preliminary engineering designs of the selected projects.
