This assignement was ADB's small scale technical assistance to help the Government of Azerbaijan in preparing the Power Transmission Enhancement Project suitable for ADB financing.
The assignment involved financial and economic analysis of the investment project which constructed a double circuit 220 kV transmission line with a total length of 280 km between the "Mingechaur" hydro power plant and the 500/330/220 kV "Absheron" substation.
The new 220 kV transmission line ran along a pre determined route through the rugged foothill of the country.
- Collect financial data required for project facilities, review and update the existing pre-feasibility study documents, and conduct the necessary fieldwork
Undertake project financial analysis in accordance with ADB's Guidelines
Develop the model for economic internal rate of return (FIRR) calculation for the sub projects and conduct project financial analysis
Conduct the EA's financial performance analysis and calculate financial ratios
Conduct a tariff analysis to determine a full cost recovery tariff with a reasonable rate of return on equity
Identify financial management issues and undertake risk analysis, recommend appropriate institutional/organization structure and capacity development
Undertake project economic analysis in accordance with ADB's Guidelines for the Economic Analysis of Project, including analysis of alternative needs, identification and measurement of economic benefits
Sensitivity and sustainability analysis (with examination of financial, fiscal, and institutional implications), ensuring that the proposed investment project is the basis of least-cost analysis for power system expansion
Develop an economic analysis model and calculate the EIRR.
