The EBRD was approached with several requests to support investment operations to increase the supply of rail freight wagons in Russia.
The project proposals indicated a severe shortage of wagons, which was expected to continue in the medium term. This was confirmed by an independent market study commissioned by the EBRD in August 2003 and undertaken by Booz Allen Hamilton (BAH).
In order to assist the EBRD with reviewing the project proposals received, Corporate Solutions was commissioned to complete an independent study of the supply sources for freight wagons in Russia, Ukraine and Central Asia.
The Study focused on investigating the supply market for four main types of wagons (i.e. tank, open, covered and flat).
- Review the current production capacity of main Russian and Ukrainian suppliers split into main types of freight wagon
Assess, to the extent possible, the scale of the new investment needed to increase production capacity in Russia and the potential of such investments taking place in the medium-term future
Review the current market prices in Russia and Ukraine for the main types of freight wagons and commented on their medium-term trends
Review the potential of the Central and Eastern European suppliers to enter the Russian market and assessed price levels at which entering the Russian market might become attractive for them
Review the availability of freight wagon production facilities in the Central Asian Republics and their potential to supply wagons to the Russian market
Analyse and synthesise the data and information collected to prepare a report on the study's findings and recommendations.
