In 2003 Georgian Railways Limited (GRL) approached the EBRD to finance the purchase of oil tank wagons and infrastructure maintenance equipment.
Corporate Solutions were invited to assist the EBRD in the due diligence required for approval by EBRD management. The objectives of the assignment were to provide inputs to all aspects of project preparation, namely:
(ii) Review of the proposed investments;
(iii) Collection of financial data;and
(iv) Further recommendations for sector restructuring.
- Preparation of a traffic forecast on railway network for the next 10 years
Review of the stated investment priorities of GRL and making recommendations to the Bank on the most commercially cost-effective package to support oil transport
Defining the costs, clearly identifying taxes and contingencies
Undertaking an economic analysis in accordance with a methodology agreed with the Bank
Collation of required information and preparation of a financial model
Undertaking a review of GRL's current progress with restructuring and commercialisation
Analysis of the current system of tariff setting and the role of the various Government Agencies in the process
Identifying the main environmental impacts of the recommended investment
Estimating the commercial value of refurbished wagons.
