The EBRD, IFC and ADB were supporting the Government of Uzbekistan to strengthen the telecommunications regulatory environment, while identifying opportunities to improve the profitability of Uzbektelecom in preparation for privatisation.
An EBRD project helped UT carry through the regulatory reforms needed to remove conflicts of interest in regulation, and provided the basis for allowing UT to charge commercially sustainable tariffs. A further requirement for establishing UT as a commercially viable entity was a business plan, and IFC financed this activity.
Underpinning both the upgrading of the regulatory framework and a successful implementation of the business plan was a computerised MIS based on the principles of International Accounting Standards (IAS), and this initiative was the focus of the ADB project that was awarded to Corporate Solutions and commenced in September 2003.
