In 2009, Corporate Solutions concluded a technical assistance project which was instrumental in bringing the restructuring of Barki Tajik high up in the Government's agenda. As part of that project a Restructuring Plan was prepared and Presidential Decree was issued in 2011 mandating the restructuring of Barki Tajik. The aim of the current project, with budget of 11.5M USD, is to build on the achievement of the previous assistance provided by Corporate Solutions to restructure Barki Tajik.
- Provide management and engineering resources to spearhead the implementation of the first phase of restructuring (i.e. Commercialisation) by introducing and implementing effective commercial practices to govern the management of Barki Tajik's operations
Help the Ministry of Energy define and plan future steps beyond the commercialisation of Barki Tajik, including unbundling and privatisation, by defining and agreeing a sector reform plan that addresses key issues of future sector structure, tariff structure and legal and regulatory framework
Conduct structured master planning exercise to prepare and publish a master plan to guide future development in the electricity sector, including a list of prioritised investment projects
Prepare rehabilitation plans and a feasibility study study of the Golovnaya hydropower plant with scheduled work and cost estimates
Deliver a tender bid design package for the rehabilitation of the Golovnaya hydropower plant and provide technical assistance during the bidding, evaluation and contract award
Conduct social and resettlement analyses of investment projects identified in the power sector master plan and selected for feasibility study by the ADB in line with ADB guidelines
Conduct environmental analysis of investment projects identified in the power sector master plan and selected for feasibility study by the ADB in line with ADB guidelines.
