Support to the integration of Ukraine in the trans-European transport network

The overall objective of the project is to improve the transport sector in Ukraine by assisting the Ministry of Transport and Communications to develop and implement a coherent and comprehensive transport sector policy and strategy covering all modes of transport and such cross-cutting issues as logistics, intermodals, and border crossings. The programme will support the Ministry of Transport and Communications of Ukraine in elaborating medium- to long-term transport sector policy/strategy, making the necessary assessments, defining and prioritising the required investments, conducting the required pre-feasibility studies and identifying/documenting the related funding mechanisms, mainly in view of:

  • contributing to a balanced growth of the different modes of transport through abolition of competitive distortions, promotion of intermodal transport solutions, infrastructure upgrade and institutional/administrative reforms,

  • achieving increased transport efficiency and improved East-West transport network interoperability,

  • increasing the administrative capacity of the Ministry of Transport and Communications of Ukraine and related sector organisations/administrations,

  • promoting transport technical modernisation, standardisation and harmonisation, proposing and implementing efficient monitoring and inspection procedures in order to guarantee application of the safety rules and fair competition,

  • developing and adopting adequate analytical tools for transport corridor analysis and investment screening,

  • assisting the successful preparation and promotion of priority investments in the Ukrainian part of the Trans-European Transport Network, and leveraging relating investment, especially from the international financial institutions, in the country,

  • promoting the adoption of modern traffic management and information systems.
