Corporate Solutions in a Consortium led by Seureca the French engineering company and also including Global Business Services of Uzbekistan have been given a contract by the EBRD towards the “Corporate Development and Stakeholder Participation Programme” developed by the European Bank for Reconstruction and Development to support the beneficiaries with utility restructuring for successful financing of large scale investment programs. The major requirements for achieving the Project objectives are the following: Construction and dissemination of the Business Plan in a format agreed with the Bank to be used as one of the major supporting tools for decision makers, in particular for tariff policy; Providing recommendations for improving the financial performance of the project; Implementing conditions for reviewing the tariff levels to avoid long delays in tariff approval, tariff modulation in the tariff structure and levels to fit with the affordability for payment of the customers; Recommendations for improving the operational performance of the Companies, decreasing operating costs, reducing bad debt with a targeted tariff policy and billing system for the poorest and billing of the losses in blocks using block meters. The computerised billing and accounting systems which have been already successfully developed in Khujand are intended to be implemented in the Southern Cities. With the SPP, the objective is to get the adhesion of the population to the Project, without which no sustainable development would be possible. The SPP which has been successfully achieved in Khujand will be implemented by the same team of experts. |
