Silk Road – Assistance with Project Preparation, Phase I and II |
The Government of Azerbaijan, through the Ministry of Transport was implementing a programme of rehabilitation and upgrading of main national roads that were constructed during the Soviet era. Generally, these roads were built to now outdated design standards; many of them received no maintenance for long periods and were in poor condition. The road sector in Azerbaijan was administered on behalf of GoA by the Road Trnasort Services Department (RTSD). The PIU had responsibility for inter alia tender procedures, co-ordination and implementation of all construction contracts for RTSD. The EBRD had been preparing a project for upgrading of the road from Gazi Mammed to Kyurdamir since 1997. This road section is 80 km in length and forms part of the East-West silk route. Corporate Solutions was invited to carry out a due diligence study. The main tasks covered were: a review of work of the PIU consultants in updating the project design and costs; comment on the terms of reference for the engineering supervision; update the economic analysis; draft terms of reference for the Final Review document; and confirm the relevance of the Environmental Assessment undertaken previously. |
