Establishment of a Transmission System and Market Operator |
Kosovo committed to develop its power sector in accordance with applicable EU Law and Directives and is signatory (through UNMIK) of ECSEE Treaty. Unbundling of vertically-integrated KEK has already started, aimed at separation of independent TSMO. Now, the European Agency for Reconstruction is financing a project to complete unbundling from KEK through the establishment and institutional development of an independent transmission system and market operator (TSMO). Corporate Solutions, working together with Kema will, over 18 months work on unbundling, institutional strengthening, designing market processes, operating rules and procedures and training on number of technical and business aspects. The following assistance will be specifically provided by Corporate Solutions: Financial and Accounting tasks (financial performance and risk assessment, preparing assets and liabilities registers, providing advice on financial structure/capital); Development of Accounting and Treasury function; Preparation of a Business Plan; Human Resource Management (development of HRM function with organisation development and preparation of compensation policy); and Training on numerous technical and business aspects. |
