Assistance to the Ministry of Energy and Mining in Kosovo
(ec: KOSOVO, 2009–2011)

The overall objective of the project is to develop and implement strategies and policies for a market based energy system in compliance with acquis communautaire and requirements of the Energy Community Treaty (EnCT). The purpose of this contract is to strengthen the institutional capacity of Ministry of Energy and Mining (MEM) on implementing the Energy Strategy of Kosovo and requirements of the EnCT with specific attention to strategic environmental assessment, and gender and minority inclusion.

Specific activities of the project include:

- Update of the Energy Strategy: Assistance to the MEM on preparing the proposal for necessary changes to be introduced in the energy strategy. The activities within this task also include: update of the implementation programme, policies on issues related to private sector involvement and in the process of privatisation/concessions, development of policies on electricity and district heating tariffs and affordability, assistance to the MEM on performing an environmental strategic assessment and on updating the Kosovo Environmental Profile, and organisation of workshops for public consultation on issues described in this task.

- Update of the Programme on Energy Efficiency and Renewable Energy Resources: Development of policies on energy efficiency and renewables and preparation of relevant action plans for implementation of acquis on energy efficiency; Establishment of energy auditing process and municipal energy saving development plans; Development and organisation of workshops for promoting energy efficiency in the SMEs and industry;

- Energy Balance: Preparation of annual energy balance and long-term energy forecasts;

- Energy Market Development: Support to the MEM on policies and guidelines on further market development, criteria for market opening in compliance with Energy Community Treaty requirements, and preparation of the conditions for eligible costumers;

- Support for participation in the Energy Community Treaty (EnCT) and to Energy Working Group: Support to the MEM on preparing relevant reports on the implementation of the EnCT in Kosovo and reports on the European Partnership Action Plan, relevant updates of electricity/gas roadmaps, and other position papers as required by the EnCT;

- Trainings and Organisation of Study Tours for target energy institutions.
