Khujand Water II - Corporate Development and City Support Programme for the City of Khujand and its water company
(EBRD: Tajikistan, 2009–2011)

Corporate Solutions is assisting Khujand Water Company to further improve its commercial standing, service and environmental performance by supporting the ongoing identification and implementation of the necessary corporate, financial and operational improvements required to meet related covenants included in the new EBRD finance documents. The Company is also assisting the City to implement the Project Support Agreement including the revised tariff methodology as developed under the Financial and Operational Performance Improvement Programme (FOPIP) component of the project.

Services to be provided by the consultant include; An update FOPIP for maintaining satisfactory accounting, cost control and management information systems and the book of accounts in accordance with International Accounting Standards; A review of the legal basis for the Company's control over fixed assets; Identification of further organisational development needs and recommendation of a plan for further personnel development; A review and analysis of the Company's existing MIS and recommendations on further improvements; An implementation of the recommendations for tariff settings defined in Phase 1 of the project; Assistance to the company in restating their financial reports in accordance with International Accounting Standards; Strengthening of the billing and collection procedures; The Development of a Medium-term Corporate Development Plan.
