Khujand Public Transport Project - Preparation of Public Transport Development Strategy

The City of Khujand with a population of 149,000 is the second- largest city of Tajikistan. It requires consultancy support to provide technical assistance across several areas of importance for the regulatory soundness of the urban transport sector in Khujand. The technical Cooperation will equip the City with a sustainable Public Transport Strategy that will contribute to an increase in service quality standards and strengthen the regulatory framework.

The objective of the assignment is to provide support to the City in developing a sound and robust regulatory framework and Public Transport Development Strategy.  This will cover the following objectives: (i) provide the City with a new route plan; (ii) prepare a sound Public Transport Development Strategy; (iii) develop a new regulatory framework approach with contractual tools that will enable implementation of the proposed regulatory reform, facilitate constant service improvements, allow private operators to upgrade their fleets, while at the same time enabling the City to acquire improved safety and environmental standards.

The scope of work for this project includes: Analysis of the Public Transport Services in Khujand; New Public Transport Route Plan; Competitive Route Tendering for Bus Services; Public Transport Development Strategy.
