The Bukhara and Samarkand Water Supply Project has two main components: 1) An investment program to rehabilitate the water supply system and distribution network to significantly reduce the high level of water losses and the volume of non-revenue water production, and improve the quality of water provided to the public; and 2) A performance-based Service Contract (SC) signed with an experienced international private water systems operator (the Operator) to improve the efficiency of operation of the overall system. The scope of work of the Operator includes financial, management, and technical assistance activities to improve the water system in two cities. For item two above a performance-based Service Contract was signed for four years the third year of which was completed in June 2007. The Beneficiary cancelled that contract at the end of third year in June 2007 and instead opted to hire an Institutional Development Consultant to provide international and local specialists in key areas of operations of Vodokanals (VKs) in the next two years, to make sure the Project is completed in a timely manner and sustainable capacity is created within Vodokanals to operate and maintain the system, detect leakages in timely manner, operate electro-mechanical equipment using high technology providing energy saving, supervise works adequately, maintain the accounting and commercial system in market conditions, and perform investment and financial planning adequately. In December 2007 Corporate Solutions, in association with ZAO Geningconsult of Russian Federation and Global Business Services Ltd. (GBS) of Uzbekistan, was awarded a two-year project to improve the standard of water supply services in the cities of Bukhara and Samarkand and to increase the efficiency of the system. |
