Preparing the Railway Sector Development Programme
(ADB: Azerbaijan, 2009)


The ministry of Transport of Azerbaijan is seeking to enhance the country’s railway transport services to facilitate economic and social development as well as to increase regional trade. Corporate Solutions in association with SYSTRA and JARTS have been awarded a contract to implement the two parts of the project.

The first part consists of:

  • A review of the railway sector in Azerbaijan and the Governments programme for the development of the state railways

  • Development of a sector analysis and 10-year roadmap investment plan

  • Development of action plans geared toward the identification of areas in which Multi-tranche financing facility (MFF) projects can be implemented

  • Development of a financing programme to be signed by IFIs and stakeholders. (Government and ADB)

  • The development of selection criteria for projects and subprojects to be included in subsequent tranches

  • Securing Technical assistance for the whole project.

The Second Part concentrates on the development of a feasibility study and the preliminary design of the project components. This focuses on

  • Railway Engineering and an analysis of the economic, financial, institutional, environmental and social sectors

  • A review of the demand for overall rail transport and undertaking of risk and social analysis.
